There is no universal minimum budget that guarantees Google Ads results. The appropriate advertising budget depends primarily on average cost per click, expected conversion rate, number of conversions required, geographic targeting, competition, sales cycle and customer lifetime value.
A business targeting keywords with an average CPC of ₹20 may require substantially less budget to collect meaningful campaign data than a business operating in a market where clicks cost ₹200 or more.
The objective should not be to find the smallest possible Google Ads budget. The objective is to determine the budget required to generate enough clicks and conversions to make reliable optimisation decisions.
